Job Title: COMSEC Custodian/NSSP Support Specialist Location: Primary work location is USDA Headquarters in Washington, D.C. PURPOSE OF JOB: The COMSEC Custodian/NSSP Support Specialist position works for the USDA Office of Homeland Security (OHS) that provides departmental guidance on security, emergency preparedness and response, and support of National Security Systems Program (NSSP) across USDA. The National Security Systems Program (NSSP) provides the Secretary of Agriculture (OSEC), the Executive Staff, Staff Offices, and Agencies with the ability to communicate Classified National Security Information (CNSI) within and external of the Department to ensure Continuity of Operations (COOP) and Continuity of Government are met. KEY RESPONSIBILITIES: * Providing scheduled reporting on COMSEC and NSSP inventories, incidents, and related problem management. * Providing unscheduled COMSEC and NSSP incident and problem management. * Respond to COMSEC Users request for technical support * Performing Departmental Wide COMSEC semiannual inventories and processing incoming / outgoing COMSEC shipments. * Operating the KMI system and maintaining internal USDA Secure Communication device tracking database * Completing security clearance verifications * Providing COMSEC Training / Briefings to COMSEC Users and assisting users with utilizing secure communications conference rooms / secure video teleconference platforms / secure audio telecommunication systems. * Conducting Periodic Testing of Secure Communications Systems and providing preventative Maintenance. * Participating in Communications Exercises and COOP activities. * Assisting clients with specialized needs and supporting USDA s access to the State Message Archival Retrieval Tool (SMART) System. * Assisting with the operation and management of HSDN PKI Program for USDA including: performing in the role of Trusted Agent , managing program user tokens, and providing user training. * Interfacing with other government agencies to coordinate message deliveries. REQUIRED QUALIFICATIONS: * MS Office proficient * Associates Degree or 4 years COMSEC Management Experience * Having a Top Secret (TS) clearance with SCI eligibility * Having completed IAEC 2112 (NSA COMSEC Managers Course) or will complete within 6 months of assignment * Having completed the KMI Management Client (MGC) Operator Training Course or will complete within 6 months of assignment * Understanding of COMSEC Devices such as: KG 175D, KY 99M, KIK-30 RASKL, Secure Terminal Equipment (STE), Iridium Secure Satellite, Secure Fax Machines, VIPER Secure Telephones, and DMCC Secure Mobile Devices. CERTIFICATIONS/LICENSES/TRAINING: Required: OTHER CONSIDERATIONS: Selected applicants will be subject to a background investigation. Individual s primary workstation is located in an office area with overhead lighting. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
